The NLDC contract runs from 1 August 2009, with all activities having to be completed by 31 May 2010. TThe NLDC programme comprises of three Measures as listed below. The main eligibility is that beneficiaries have to be 19 plus, not currently in employment but who want to work. Within this broad category priorities are those individuals who face specific barriers, including those from ethnic minorities, over 50, lone parents, people on incapacity benefit etc. However, please note eligibility conditions for specific programmes as listed below.
Measure 1 (M1) - Skills for Life The aim is for beneficiaries to achieve Skills for Life at Entry 3, Level 1 or Level 2. This includes literacy, numeracy and ESOL provision (ESOL being all three units).
Measure 2 (M2) - Preparing for Employment through Learning This is aimed at beneficiaries achieving their first nationally recognised Level 1 qualification.
Measure 3 (M3) - Get into Learning Get into Learning covers a wide range of accredited programmes aimed at engaging those 'hard to reach' learners and specifically designed to increase their motivation, confidence and skills to progress to further, and more formal accredited learning programmes or into paid employment. Additional eligibility conditions, are that beneficiaries must have been unemployed for at least six months, in receipt of income support, incapacity benefit (Employment Support Allowance) or Jobseekers Allowance.
