The NLDC contract runs from 1 August 2010, with all activities having to be completed by 31 May 2011. The NLDC programme comprises of three Measures as listed below.
The main eligibility is that learners must be 19 plus, not currently in employment but who are seeking work. Learners who start the programme must not have been on NLDC funded programmes before. The only exception, is where learners move from one Measure to another, e.g. have done Measure 3 in one year, and the following year, start on Measure 1 or 2, so showing progression.
Priority is given to those individuals who face specific barriers, including those from ethnic minorities, over 50, lone parents, people on incapacity benefit etc. However please note eligibility conditions for specific programmes as listed below:
- Measure 1 (M1) - Skills for Employability
The aim is for beneficiaries to achieve Skills for Life national qualification at Entry 3, Level 1 or Level 2 and for OCN (ESOL) it must be all three units which are reading, writing, speaking and listening.
- Measure 2 (M2) - Preparing for Employment through Learning
This is aimed at beneficiaries achieving their first nationally recognised Level 1 qualification.
- Measure 3 (M3) - Get into Learning
Get into Learning covers a wide range of accredited programmes aimed at engaging those hard to reach individuals and specifically designed to increase their motivation, confidence and skills to progress to further and more formal accredited learning programmes or into paid employment. Additional eligibility conditions are that beneficiaries in addition to the main conditions must meet one of the following criteria:
- unemployed for at least six months,
- in receipt of income support,
- in receipt of incapacity benefit (Employment Support Allowance)
- in receipt of Jobseekers Allowance.
